Abstract

Bureaucracy is organization by rules, organized on hierarchical, centralized, and routinized lines. Increasingly, in public sector organizations, government by rules is being replaced by governmentality: forms of government that are more facilitative and less restrictive, and that rely on the constitution of a subject mentality by those who will govern themselves.
