The synthesis and biological evaluation of a novel series of potent phthalazine PDE4 inhibitors (IX) (17 examples) is reported, demonstrating that it is possible to replace the cyclopentyloxy moiety of rolipram with a proper substituent in position 4 of the phthalazine ring.
