Analysis of in situ surface-enhanced Raman spectra (SERS) from the interface between Cu(111) electrodes and H2O or D2O solutions of NaOH indicate the formation of CuOH surface species upon cathodic reduction of the Cu electrode at potentials negative to the Cu(I) oxide voltammetric wave.
