enThe Covid-19 pandemic greatly impacted global public policy implementation. There is a lack of research synthesizing the lessons learned during Covid-19 from a policy perspective. A systematic review was conducted following PRISMA guidelines to examine the literature on public policy implementation during the Covid-19 pandemic in order to gain comprehensive insights into current topics and future directions. Five clusters of topics were identified: lessons from science, crisis governance, behavior and mental health, beyond the crisis, and frontlines and trust. Extensive collaboration among public health departments emerged as a significant research theme. Thirty recommendations for future research were identified, including the examination of frontline worker behavior, the use of just tech in policy implementation, and the investigation of policies driving improvements in global public health. The findings indicate that current research on public policy implementation during the Covid-19 pandemic extends beyond health and economic crisis-related policies. However, further studies in a post-pandemic context are needed to validate the identified topics and future directions.

zh新冠肺炎大流行极大地影响了全球公共政策的实施。透过政策视角来综合新冠肺炎期间吸取的经验——这是目前的一个研究空白。根据PRISMA指南进行了系统性综述,以分析关于新冠肺炎大流行期间公共政策实施的文献,进而全面理解当前主题和未来方向。确定了五个主题群:科学经验、危机治理、行为和心理健康、危机之外、前线和信任。公共卫生部门之间的广泛合作成为一个重要的研究主题。确定了未来研究的三十项建议,包括分析一线员工的行为、在政策实施中使用公正的技术、以及调查一系列推动全球公共卫生改善的政策。研究结果表明,目前对新冠肺炎大流行期间公共政策实施的研究不局限于与健康和经济危机相关的政策。然而,需要在大流行后期情境下进行进一步研究,以验证已确定的主题和未来方向。
Resumen
esLa pandemia de Covid-19 impactó enormemente la implementación de políticas públicas globales. Faltan investigaciones que sinteticen las lecciones aprendidas durante la Covid-19 desde una perspectiva política. Se realizó una revisión sistemática siguiendo las pautas PRISMA para examinar la literatura sobre la implementación de políticas públicas durante la pandemia de Covid-19 con el fin de obtener información integral sobre los temas actuales y las direcciones futuras. Se identificaron cinco grupos de temas: lecciones de la ciencia, gobernanza de crisis, comportamiento y salud mental, más allá de la crisis, y primera línea y confianza. La amplia colaboración entre los departamentos de salud pública surgió como un tema de investigación importante. Se identificaron treinta recomendaciones para futuras investigaciones, incluido el examen del comportamiento de los trabajadores de primera línea, el uso de tecnología justa en la implementación de políticas y la investigación de políticas que impulsen mejoras en la salud pública global. Los hallazgos indican que la investigación actual sobre la implementación de políticas públicas durante la pandemia de Covid-19 se extiende más allá de las políticas relacionadas con la crisis económica y de salud. Sin embargo, se necesitan más estudios en un contexto pospandémico para validar los temas identificados y las direcciones futuras.
