professor of public administration in the School of Public Affairs and acting dean of the College of Public Programs at Arizona State University. His teaching and research interests are environ- mental policy, urban government and politics, and organization theory. He has published widely in academic and professional journals and recently coauthored Public Administration: Social Change and Adaptive Manage- ment with N. Joseph Cayer.
