Chapter 97

Disaster preparedness and management

First published: 18 August 2021

Summary

Disasters are natural or manmade events which cause such an overwhelming loss of life, injury, destruction of property, or loss of infrastructure as to prevent a community's ability to respond without outside assistance. All disasters are local. Police, fire, and emergency medical services agencies, in concert with local government, nongovernmental organizations, and the private sector, can manage most incidents locally. When outside assistance is required, regional, state, and federal resources can be requested. The federal government defines a National Preparedness Goal, a national preparedness system and frameworks to define how to best meet the needs of individuals, families, communities, and states in their ongoing efforts to prevent, protect, mitigate, respond to, and recover from any disaster event.
